Shamsul Haque was known as Abul Hashimpanthi, General Secretary of Bengali Provincial Muslim League. In the November 1945 Central Legislative Council elections, almost all the Muslim League nominees from East Bengal won. In the 1946 provincial legislative elections, the Muslim League won 97 percent of the seats. At that time, Shamsul Haque was the leader of the provincial Muslim League's work camp.
